Well thank you for that question we actually replace. And we released our education reform plan last week and what that said was we basically want to reform the entire education funding formula right now there are 74 different pots of money. That a district test actually hire accountants and managers. To deal with just to get that money down to the student teacher in technology in the classroom and reporting what nine and a half billion dollars into education and that's an incredible amount of money and only five other states topless on the number of funds California being at the top and it's not a great place to be. What I wanna do is is totally slimmed that down. We need to have a formula where we put a dollar on the child and we -- them based on poverty special needs gifted and talented and vocational. Those dollar should go straight down to the school district and the district should have complete flexibility. On how they spend that money to problem right now we've got a thousand people at the Department of Education. It's too top -- If you go and cut through that red tape and send that money straight down to the school districts. Greenville county doesn't need the same things that they -- counting does -- and do it allows them to take more control show more accountability. And give flexibility to answer to a substitute teachers is no we -- at a time malware. And vocational skills and other skills we need other -- teachers we don't need certified teachers to do that. So part of what I'm pushing is not only flexibility in K through twelve. At the school districts flexibility with our technical schools to make those decisions for themselves and for higher at. When we create flexibility we actually are putting more money in the classroom and you're not having. More money to the question and that. Subject of education for far too long has been the revenue stream. The question the answer is not focusing on revenue but on the distribution of the dollars how are you distributing education dollars down of that student not teacher. That should be to question those are things are gonna work on under the -- administration.
I think a lot of people are frustrated that every time that -- at the subject of education comes out. Those on the left -- of their constant mantra is to throw more money at it and were already throwing nine and a half billion dollars and it. And what that works out to per pupil but it's going to be in the tens of thousands of dollars and look at the return we're getting on the invest.
Well and let me tell you that 111000 dollars per student this year. It is going through a thousand people at the department of education and 85 school districts before it ever touches a teacher student classroom and the result. Were only graduating one out of every two kids in four years and one out of every two that is not okay.
And and yes certainly not okay -- hazard a guess and say that what fifty cents 52 cents of each one of those dollars makes it way to under the classroom something like that 44. 44 hate it when I'm right all the time access for 4218 minutes before finally take a quick break here and we'll be right back with more. Okay thank you Matt I appreciate your call thank you Matt that's a great question first of all you can go to Nikki Haley dot com deceive the jobs planned education plan and the government plan will put up today. But what I will tell you is the reason we're seeing so much regionalism and -- Everything that's happened is because commerce was just cut to the phone and we have got to make sure that we beef back up commerce. In a way that we come up with this South Carolina planned -- a ten year business plan we look at the entire state. And we look at the different -- who look at education we look at technical schools we look at universities we look at -- manufactures our business growth is. And we have to recruit based on getting good quality companies that come here that are here for the long term that are going to be. Bring good quality -- bases here and we've got to make sure we do diversify you know it's great we got -- down low country it's great we've got the automotive sector appear in the upstate. But there are other opportunities that we could have specially with the ports down on the coast. And so part of what that is just understand what companies look for when they come here as they look for. A good tax structure that allows him to have cash -- so we've got to make sure we have a conference attacks planned they look for. Infrastructure that works roads. Competitive airfare report -- dual rail we need to be on the cutting edge on -- And an angle for skilled work force and that's why we need to really focus on our technical schools and our vocational colleges to make sure were putting the skilled workforce. Across the state and not just in certain regions while we look at it as a business plan we will start to become very smart. Not just about which region is winning but how south Carolina's winning and we gotta start looking at it as a state situation.
Were talking earlier about off off the air during the break about the corporate tax rates and and and what you wanna do there and and I was mentioning it. California which obviously is in big trouble and got a seven half or 8% believe -- is corporate tax rate and yet the states that have no corporate income tax arguing very well.
Well and in the corporate income tax stories in my wanna tackle that first our state at a party to only 2% of our budget. We are already a right to work state we keep the -- out if we are also you -- corporate income tax state we will be a magnet for companies to come here. But let's look at the effect the four or five companies that are no corporate income tax states now had the lowest number of unemployment in the country. There is a correlation there we certainly want a look at personal income tax we certainly wanna look at all those. But let's look how to be smart let's bring his good quality companies here now and give these people back to work they need to get back to work.

We're gonna look at the Department of Education look at all those programs we can eliminate that are getting down to the district we're gonna look at the budget control board. Government can't be all things to all people look at Obama care. The one thing that I think is have been appalling is we are seeing teachers being furloughed. -- you are still sing a thousand people Department of Education that never touch a teacher student in the classroom we are still the only state in the country. With a state run school bus system. We need to privatize -- predict we will have better ask buses we will have safer. Situations where the parents can feel safe for the students can feel safer and we won't run more efficiently and effectively -- lot of things that we can do that will improve educational standards. It's not about more money it's how those dollars are distributed you're really gonna see -- jumping and to make sure that the dollars are going to the teacher at the student and technology in the classroom.
